There is a VP recovery and a store right after you fight Toya so use this to restore your VP and go back to the main chamber of the Ice Castle to raise your EX back up.
Before continuing up the stairs to the battle buy all the healing items you can and spend the rest of your TB on SP gems to boost your HP. I used all 4 human characters at level 60 with direct, support and agility all maxed at I also had all the moon weapons which are obtained in the Holy Beast Shrine. Each character had over 3k health. Even with my characters maxed out like this the Ice Queen was still a formidable opponent. She was even harder than the Omega Golem.
The Ice Queen has 2 forms and I found that the first form seemed extremely harder than the second. I stated earlier that you need to have your EX maxed and this is because it makes the battle much easier. I died about 10 times trying to defeat her without raising my EX before the battle.
It took 2 strikes of Stun Bead Fire and a few random attacks from other party members to take her out quickly. Once the Ice Queen has changed to her second form move Atsuma, Yuki, and Karin to the very back row with Karin in the middle.
Place Raigar in front of Karin. If you make the "right" choice, you go on to fight the final bosses. You can use the No Encounter skill if you want when going after the Temple Guardians but the areas they're found in are at the bottom of stairs; all you have to do is head straight down when you enter.
Granted, the encounters are likely to give you trouble since you'll most likely be caught off guard and you'll be up against anywhere from opponents so you're probably better off equipping the No Encounter skill and marching right up to the Guardian before engaging.
The temples themselves do NOT have weapon cores; they only give you the golem core and another key item that's necessary for opening another area later on. Their locations are as follows: --Fire Shrine is in Londinus Plains. Phoenicia is the Guardian. White Tiger is the Guardian.
The guardians have close to 10K HP and have a skill called Attribute Shield which prevents them from taking any damage from attacks that correspond to their element so plan your strategy accordingly.
My party was around 47th level in XP when I started hunting them and for the most part, things went pretty smoothly. There was one close call with one of them but in the end, I was able to prevail. The nice thing about this game is being able to try as many times as you like. Okay, if you're still level 27, it's a little early to go after the Guardians. I clearly misinterpreted how far you were in the game so wait 'til later because otherwise, they will literally wipe you out on the first turn.
The turtle and phoenix have attacks that affect a 3x3 area so that would be the end of you right off the bat. The White Tiger might be doable on your first encounter with the shrine since he doesn't have major AOE attacks but don't let that underestimate him. Before you think about sending a party with the same element as the guardian in hopes of reducing damage from their attacks, that won't help either because they have a move called Reverse Order which turns your elemental resistance against you and you will end up taking double damage.
Theoretically, it is still possible to win but that's only if you sink a lot of SP into your HP parameter and have around 2K which would enable you to survive most of their attacks and chip away at their health but it would still be a gamble.
The guardians are considered legendary golems. I forgot what Kana gives you back in London city as it's been a while since I've played so sorry I can't help with that question.
